About NAGAR
NAGAR is a not-for-profit organisation established in 2000, born out of the passion of several citizens with a goal to improve life in the city of Mumbai. NAGAR’s former constituents are CitiSpace, CLEAN-Air and CLEAN-Sweep. NAGAR continues to work in the area of preservation of public open spaces, solid waste management, improving air quality, preservation of built and natural heritage, efficient road space management and water conservation.
The organisation is committed to advocating for better enforcement of existing laws, recommending policy changes for improved governance on civic matters, and contributing to urban renewal efforts. NAGAR has a broad network of citizens across the city and collaborates with other civic NGOs to address specific issues.
Board of Trustees

Atul Kumar
Atul has worked actively on civic issues, particularly pertaining to the protection of open spaces, heritage conservation, and the nomination to UNESCO as a World Heritage site. He is passionate about conservation and good governance. He is on the Board of Directors of the International Coalition of Art Deco Societies (ICADS) and Chairs their Preservation Committee. He has lectured and presented at the World Congress on Art Deco in Miami, and Paris, Malaysian Heritage Society, Art Deco Society of New York (ADSNY), INTACH Greater Mumbai Chapter, Tourist Guide Association (TOGA), Mumbai, Rachana Sansad’s Academy of Architecture, INTACH Heritage Academy and others. He has been published in Hindustan Times, Mid-Day, Mumbai Mirror.

D.M. Sukthankar
(IAS Retd.) an expert in Urban Affairs and Municipal Administration; Retired as Chief Secretary, Government of Maharashtra, having held several important positions; continues to be on important positions on a number of important Committees appointed by the Central and the State Governments; non-executive Director of some reputed companies; Chairman of AGNI (Action for Good governance and Networking).

Dinesh Ahir
A practising Chartered Accountant; Trustee of Action for Good Governance and Networking in India (AGNI); Chairman of Br. Nath Pai Shikshan Prasarak Mandal.

Kunti Oza
A Chairperson of Clean Mumbai Foundation; active participation in civic issues related to Solid Waste Management, road safety and traffic issues, greenery, conservation of Mumbai’s heritage and Urban Development; active in A ward for all pilot projects for cleanliness.

Meher Rafaat
Was on the Government appointed V. M. Lal committee to recommend measures to check vehicular pollution in Mumbai; was on the Bombay High Court’s Coordination Committee to oversee the operation of the Flying Squad instituted to apprehend polluting vehicles; actively involved in conversion of taxis to CNG and in phasing out of old and not road-worthy heavy vehicles, protection of reserved open spaces and campaigns against illegal hoardings; is a founder member of AIMZ (Association of Inter-married Zoroastrians) working for the rights of Parsi women married out of Parsi community and their children.

Nayana Kathpalia
A qualified librarian; worked in the field of urban renewal for 8 years as a volunteer with INTACH, Delhi; an active volunteer Trustee of the O.V.A.L. Trust; OCRA Trust; Horniman Circle Garden Trust since 1995; Executive Committee Member of UDRI; Co-authored and edited several publications

Neera Punj
A Joint Secretary of the Nariman Point Churchgate Citizens’ Association (NPCCA) since 1995; successfully coordinated ‘Clean-up Churchgate’ project and ‘Churchgate revival’; advocates for protection of Public Open Spaces and rightful use of those spaces.

Parul Kumtha
An Architect committed to the conservation of natural heritage and barrier-free access to public spaces. Her firm, Nature Nurture Architects & Planner,s is empanelled as Access Auditor with the Sugamya Bharat Abhiyan (Access India Campaign) of the Government of India. As a visiting lecturer at Sir J.J. College of Architecture, she is a dissertation guide and teaches courses in Urban Studies, Conservation of Natural Heritage and Universal Design. She is an advocate for the rights of Persons with Disability as parent-founder and President of the support group Forum for Autism, Mumbai.

The Start of NAGAR’s Journey
NAGAR’s work began in 1997 through its three constituents, CitiSpace, Clean-Air, and Clean-Sweep, addressing issues of open spaces, air pollution, and waste management in Mumbai through legal interventions and advocacy campaigns.
1998
Hawkers matter: NAGAR’s first legal intervention
NAGAR, through its constituent CitiSpace, intervened in the Bombay High Court hawker matter and later in the Supreme Court case to ensure proper implementation of the Supreme Court’s 1985 directions on designating Hawking and Non-Hawking zones. This was NAGAR’s first legal intervention, and the organisation continues to remain actively involved in the matter to date.

2001
Cuffe Parade Recycling Centre Project (SWM)
NAGAR initiated a hands-on pilot project in Solid Waste Management in collaboration with MCGM and the Indian Centre for Plastics in the Environment (ICPE). The project brought together the BMC, NGOs, residential associations, and citizens to create a replicable model for the collection, storage, and recycling of dry waste, integrating ragpickers into a safer and more efficient waste chain.
2002
Writ Petition 1152 of 2002: Bombay High Court Stay
CitiSpace (constituent of NAGAR) challenged the 1992 State policy that allowed slum-occupied lands reserved as public open spaces to be redeveloped, arguing that it led to a net loss of already scarce open areas in Mumbai. In 2002, the Bombay High Court granted a stay on the policy’s implementation, directing that such plots should ideally revert entirely to open space, with land realignment considered only where full restoration was not feasible.
2004
Registered Not for Profit Charitable Trust
NAGAR registered as a Charitable Trust, giving it a formal institutional framework to advance its civic, environmental, and policy-driven work for Mumbai.
2010
Public Open Spaces Ground Research
NAGAR led citywide campaigns to protect Mumbai’s Reserved Public Open Spaces. In 2010, it conducted a comprehensive survey of 1,429 public open spaces, with findings on 600 sites published in Breathing Space.
2015
PIL 84 of 2015: Bombay High Court Stay (4G Cell Towers)
NAGAR filed a PIL objecting to the installation of 4G cell towers on plots reserved as Public Open Spaces and secured a stay from the Bombay High Court on such installations.
2016
Mumbai Forts Documentation
NAGAR documented Mumbai’s eight forts in the illustrated publication Abandoned Treasures and also prepared a comprehensive rejuvenation plan to guide the restoration and sustainable activation of these historic sites.
2018
NAGAR appointed as a TVC Zone 1 member
NAGAR has been appointed as a member of the Town Vending Committee (TVC) for Zone 1 and is actively involved in addressing issues related to street vending and the management of public spaces. Through this platform, NAGAR works to highlight citizen concerns, promote transparency, and ensure that vending regulations are implemented fairly and sensitively on the ground.
2024
Rani Bagh User Navigation App
Developed and launched a user-friendly navigation app for Rani Bagh in collaboration with the Save Rani Bagh Botanical Garden Foundation, helping visitors easily explore its botanical and zoological features. The app enhances the on-ground experience through guided pathways and location-based information.
2025
Public Open Space Management Strategy
In collaboration with UDRI, NAGAR is developing a comprehensive management strategy for Mumbai’s public open spaces, combining spatial mapping, policy review, and on-ground assessments. The project aims to create a clear framework for equitable access, sustainable maintenance, and long-term protection of open spaces across the city.
2025
NAGAR shortlisted for Preserving Legacies Cohort 2025
Representatives from NAGAR and the FORT Heritage Conservation Association have been selected for the prestigious 2025 Cohort of Preserving Legacies, a global initiative led by the National Geographic Society, ICOMOS, and the Climate Heritage Network.
