NAGAR actively intervened in the landmark Hawkers Matter (PIL 1722 of 1998) in the Bombay High Court and later in the Supreme Court to ensure the proper implementation of the 1985 Supreme Court directions on hawking and non-hawking zones in Mumbai. Through its efforts, NAGAR helped monitor and advocate for the designation of these zones, supporting the rights of street vendors while balancing public space management. This initiative marked NAGAR’s first legal intervention and continues to inform its ongoing work on urban livelihoods and public space governance.
